### Summary
The Office of Inspector General (OIG) supports the mission of the Department of Health and Human Services (HHS) in protecting the health of Americans and providing essential human services. The OIG is comprised of dedicated professionals promoting the economy, efficiency, and effectiveness of HHS managed programs such as Medicare, Medicaid, and Head Start. The integrity of these programs is evaluated for success, and any fraud, waste, or abuse is addressed by OIG.

This position serves as a Supervisory Auditor (Audit Manager) in a Regional or Field Office. As a Supervisory Auditor, the incumbent will be responsible for overseeing comprehensive audits of Departmental programs and operations. The audits include both internal and external audits. Organizations audited include state agencies, local government entities, major insurance corporations, hospitals, and all other providers. The objective of the audit is to evaluate compliance with program regulations, policies and procedures; to evaluate accomplishment of program goals; and to assess the economy and efficiency of operations.

### Responsibilities
As a **Supervisory Auditor**, the applicant will:
1. Provide line management for the provision of audit services.
2. Supervise a staff of lower grade Auditors, as well as clerical support staff.
3. Plan and coordinate audits of programs and contracts funded by HHS and other Federal departments and agencies or outside entities.
4. Serve as Project Leader for special audit assignments which have region-wide or nationwide impact.
5. Provide advice to audit staff for the extension of audit steps and procedures where the audit indicates that fraud or other illegal acts may have occurred.
6. Participate in hearings and court proceedings as an expert with respect to audit matters of a highly complex and novel nature.
7. Be responsible for the timeliness and accuracy of special and recurring reports.

**Positive Education Requirement:** This position has a position education requirement, as indicated below. **A complete transcript showing relevant coursework and degrees must be submitted with your application package.** A list of completed courses or incomplete transcripts will not be accepted.
***Education Requirement***:
Applicants must have a bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
**OR**
Combination of education and experience at least 4 years of experience in accounting; or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
* Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
* A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
* Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24-semster-hour requirement listed above, provided that: (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training and experience fully meet the specified requirements.
Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. **Qualifying specialized experience must demonstrate the following:
Experience in serving as an auditor responsible for planning, organizing and directing audit team work; conducting quality assurance reviews of audit reports and presenting review results to upper management; or planning and conducting technical, complex and comprehensive audits demonstrating an expert knowledge of audit standards.**
